PRESENTATION
The virtual journal Saber Discursivo Year I, No. 1, corresponding to 2020, a dissemination medium of the Academic Vice-Rectorate of the Universidad Nacional Santiago Antunez de Mayolo, appears in difficult times for humanity, as the COVID-19 pandemic continues to threaten to decimate it. It is published in accordance with the needs and demands of our time, that is, using the advancement enabled by technology. Its object of study focuses on social sciences, education, law, and humanities. In this sense, its thematic area has been set in a narrower spectrum compared to the previous print version called Revista Acaemica UNASAM.
In Social Sciences, Dario Vargas Arce addresses "Inequality, a Global Problem" to emphasize that at some point in history inequality appeared, destroying collective property whose production converted the members of a community into more or less equal elements. The economic system called capitalism leads to an immense accumulation of wealth and the generation of poverty and misery.
Karina Beltran Castillo, John Tarazona Jimenez, and Lalo Huaman Maguiña focus on "Incidence of results-based budget management in the Social Budget Programs of the Local Governments of the Province of Carhuaz-Ancash Region, 2010-2015". They argue that as the percentage execution of expenses increases, the percentage of chronic malnutrition in the province of Carhuaz will decrease, and vice versa. Likewise, the districts of Yungar and Anta, considered oriented to results-based management, achieved a higher level of percentage variation in chronic malnutrition of 24.14%, compared to an average of 10.55% for districts not classified as oriented to results-based management.
Antonio Huaman Osorio writes "Distribution of the mining canon in the Ancash region: the case of the districts of Quillo and San Marcos - convergence or divergence of human development between 2005-2015?". He concludes that the current scheme of distribution of the mining canon and over-canon, between 2005 and 2015, has not contributed to avoiding a greater divergence of the Human Development Index (HDI) at the inter-district level in the Ancash region.
John Tarazona Jim??nez, Karina Beltran Castillo, and Lalo Huam??n Magui??a deal with ???Determinants of saving from the perspective of the working-age population in Ancash, 2017???. They assert that regarding savings decisions, demographic, employment, and education variables are important. It is noted that there is a low level of savings, since out of every hundred adults only forty would have some type of savings; the reason lies in the lack of sufficient income.
In Education, Antonio Lirio Loli, Mar??a Garc??a Figueroa, and William Dextre Mart??nez analyze the ???Conditioning factors of scientific production of students of the Faculty of Administration and Tourism of UNASAM-Huaraz, 2018???. They conclude that knowledge in statistics for research significantly conditions the domain of scientific methodology in favor of the students. Likewise, reading experience significantly affects writing: 72.6% in Administration students; 77.3% in Tourism.
Walter Zanabria P??rez and ??scar Roldan Rosales in ???Pair work and oral fluency of students of the Language Center of the Universidad Nacional Santiago Ant??nez de Mayolo??? propose that after the application of pair work, there are significant differences regarding the fluency of the students. It is noted that vocabulary, grammar, and communication have different and positive results in the experimental group. However, pronunciation and fluency show no positive changes.
V??ctor Zegarra Chauca, Ronal Marcelo Paulino, and Jes??s More L??pez in ???Emotional intelligence and academic performance in the Ethics course in students of the II cycle of the Professional School of Accounting, Universidad San Pedro, Barranca headquarters??? argue that there is indeed a significant relationship between emotional intelligence and academic performance. There is evidence of a significant relationship between stress control and academic performance; that is, there is a moderate correlation between the study variables.
R??ger Flori??n Salda??a, ??ngel Mendoza L??pez, and Hugo Maldonado Leyva present ???Academic risk factors in basic science courses in UNASAM students, 2017???. They state that within the group of personal determinants two clusters were found: personal factors, and evaluation and psychological well-being. In the first, the variables that mostly influence are academic motivation and control over performance. In the second, interest lies in the difficulty in the exams of science courses and exhaustion with the academic activities of the university.
F??lix Julca Guerrero and Laura Nivin Vargas address ???An approach to the sociocultural development of Huaraz???, in which they identify and describe the inherent characteristics in the evolutionary process of Huaraz. Its transformation allows not a rupture in the sense of separation, but a continuity in the meaning and strengthening as a city and as a people. And language must be understood as a dynamic and changing framework that renews and changes due to its internal forces, as well as by the influence of external elements.
In Law, Elmer Robles Bl??cido, Luis Robles Trejo, and Rosa Qui??ones Huaycha in ???The guarantee-based conception of fundamental rights and the right to food as a social right in the ruling of the Constitutional Court??? establish that guaranteeism not only advocates for the recognition of the right and its guarantees in the Constitution, but proposes its realization in reality. And the right to food is an implicit right, which derives from what is prescribed in Articles 1 and 3 of the Political Constitution of the State.
In Humanities, Marcos Yauri Montero reflects on ???Regionalism and current Huaraz literature??? regarding two works on this subject. He states that in today's Huaraz a great void is noticed in research and reflective contributions not only in literature, but also on regional reality coming from those who practice history, social sciences, linguistics, literature, and other fields of knowledge. In this sense, the essay by Jorge Ter??n Morveli and the article by Vidal Guerrero T??mara complement each other. They allow appreciating the ??ncash literary panorama at the beginning of the 21st century and give the opportunity to contribute with some annotations.
Gerson Ram??rez ??vila in ???Liquid modernity in Soliloquios by Edgardo Rivera Mart??nez??? relates the sociological category of ???liquid modernity???, proposed by Zygmunt Bauman, with Soliloquios of Edgardo Rivera Mart??nez. It focuses on Laura del Valle, who stars in love affairs, job aspirations without holding any profession, and a family life marked by loneliness and uncertainty.
Dante Barraza Urbano in ???Lexical semantics and the drafting of expository texts??? reviews the contributions in this relationship. Concepts such as semantic networks and cognitive networks are mediators for the application of pedagogical strategies. In this sense, the beetle model proposed by Fidel Ch??vez P??rez is used.
The journal Saber Discursivo is completed with two reviews by Jorge Ter??n Morveli and Am??rico Mudarra Montoya.
